Is the Old Account Settled ?

There are two separate judgments, one for believers and one for unbelievers. One is a judgment that does not lead to condemnation (Romans 8:1) The Rapture after the 2nd Coming of Jesus ; the other judgment will result in eternal condemnation (Revelation 20:15). Great White Throne Judgement 1000 Years Later.
Believers are judged at the judgment seat of Christ (Romans 14:10–12). We believe that this judgment will probably occur in heaven during the seven-year tribulation on earth. Every believer will give an account of himself before the Lord. This judgment does not determine salvation, which is by faith alone (Ephesians 2:8–9); rather, it determines the rewards believers will receive.
First Corinthians 3:11 pictures Christ as our “foundation,” and the surrounding verses liken the Christian life to building on that foundation. We can build with “gold, silver, costly stones,” or we can build with “wood, hay or straw” (verse 12). What we construct will be tested, as it were, by fire. Our worthless, shallow activity will not survive God’s refining fire; only what is done for God’s glory will last. The judgment seat of Christ will reveal this.
Believers will be rewarded based on their good works in Christ’s service and their faithfulness to the Lord (cf. 1 Corinthians 9:24–27). We will give an account of our actions, inactions, words, thoughts, and motives. Were they truly indicative of our position in Christ? “So then, each of us will give an account of ourselves to God” (Romans 14:12).
The second judgment is that of unbelievers. This will occur at the end of time, after the millennium and the final rebellion of Satan on earth. This judgment of the wicked is called the great white throne judgment (Revelation 20:11–15). This judgment does not determine salvation, either. Everyone at the great white throne is an unbeliever who has rejected Christ in life, and his fate is already sealed. Revelation 20:12 says that unbelievers will be “judged according to what they had done as recorded in the books.” Those who have rejected Christ as Lord and Savior will be judged based on their works alone, and no human work can atone for sin or earn salvation: “By the works of the law no one will be justified” (Galatians 2:16). All their thoughts, words, and actions will be measured against God’s perfect standard, and they will be found wanting. There will be no reward for the unbelieving, only eternal condemnation and punishment.
In summary, after death (or the rapture), believers in Christ will stand before the Lord to give an account. They will be judged on the basis of Christ’s perfect, praiseworthy work on their behalf. After death, unbelievers will also stand before the Lord, who will examine their records. They will be judged on the basis of their own imperfect, unworthy work and their rejection of Christ’s word (John 12:48).
Scripture gives us a reason not to judge one another: “For we will all stand before the judgment seat of God. . . . So then each of us will give an account of himself to God” (Romans 14:10–12, ESV). None of us are qualified to be the Judge. Only the Lord Jesus is qualified, and all judgment has been entrusted to Him (John 5:22). We will all stand some day before the judgment seat of Christ.
The judgment seat of Christ involves a time in the future when believers will give an account of themselves to Christ. This is the plain teaching of Scripture: “We must all appear before the judgment seat of Christ, so that each of us may receive what is due us for the things done while in the body, whether good or bad” (2 Corinthians 5:10). The warning is to Christians, not unbelievers. As Jesus taught in His parable, the king is going to return, at which time he will require an account from his servants (Luke 19:11–26).
The judgment seat of Christ is different from the great white throne judgment. That will be the final judgment of the wicked prior to their being cast into the lake of fire (Revelation 20:11–15). Appearing before the great white throne will be unbelievers. Believers will appear before the judgment seat of Christ.
The judgment seat of Christ does not determine our salvation; that matter was settled by Christ’s sacrifice on our behalf (1 John 2:2) and our faith in Him (John 3:16). All our sins are forgiven, and there is “no condemnation for those who are in Christ Jesus” (Romans 8:1). Jesus said, “Very truly I tell you, whoever hears my word and believes him who sent me has eternal life and will not be judged but has crossed over from death to life” (John 5:24, emphasis added).
So, believers are secure in Christ, but they still must appear before the judgment seat of Christ. It will be a time of examination and a time of reward. Jesus will inspect our works. What did we do with the resources God gave us? How faithful were we? Were we yielded to the Spirit, seeking to honor Christ and further His work in the world? If so, we will have reward (see Matthew 10:41–42). Did we neglect our opportunities to serve the Lord? If so, we will suffer loss of reward. Paul likens our Christian service to erecting a building:
Each one should build with care. For no one can lay any foundation other than the one already laid, which is Jesus Christ. If anyone builds on this foundation using gold, silver, costly stones, wood, hay or straw, their work will be shown for what it is, because the Day will bring it to light. It will be revealed with fire, and the fire will test the quality of each person’s work. If what has been built survives, the builder will receive a reward. If it is burned up, the builder will suffer loss but yet will be saved—even though only as one escaping through the flames (1 Corinthians 3:10b–15).
Note, in the above passage, that our works subsequent to Christ’s salvation are of two different types—good and bad. The “fire” of God’s scrutiny will reveal the quality of our works. Rewards are distributed to those whose works withstand the test. Those whose works fail the test will “suffer loss.” Their works will be burned up, but they themselves “will be saved.” The judgment seat of Christ, then, does not confer or rescind salvation.
The judgment seat of Christ is also not a time to punish sin. Jesus took our punishment once and for all. The judgment seat of Christ is a time when we will be called on to report, to render an accounting of what we did for Jesus. It will be a serious and necessary time of reckoning, but, as God’s redeemed, we will never be condemned with the wicked.
In the Greek, a single word is used for “judgment seat” in Romans 14:10 and 2 Corinthians 5:10—the word is bema. A bema was a raised platform on which judges sat to view athletic games. Their job was to make sure contestants followed the rules and to present awards to the victors (see 1 Corinthians 9:24–27). The bema was never a place to reprimand the athletes or to punish them in any way. It was a place of testing and reward. In the same way, the bema of Christ will not be a place of condemnation or censure.
In anticipation of the judgment seat of Christ, we are careful in what we say and do in this life. James gives this advice: “Speak and act as those who are going to be judged by the law that gives freedom” (James 2:12; cf. Matthew 12:36). We want to give our account with joy on that day, and that is why we strive to serve the Lord faithfully today.
The Bible speaks of believers receiving crowns for different things. The various crowns are described in 2 Timothy 2:5; 4:8; James 1:12; 1 Peter 5:4; and Revelation 2:10. We believe the judgment seat of Christ is when the crowns will be awarded, and this will take place in heaven soon after the rapture of the church (as described in 1 Thessalonians 4:13–18).
At the very end of the Bible, Jesus said, “Look, I am coming soon! My reward is with me, and I will give to each person according to what they have done” (Revelation 22:12). In preparation for the judgment seat of Christ, what are you choosing to “build” with? Gold, silver, and precious stones—things that will last? Or wood, hay, and straw—things that will not stand the day of testing?
The first thing to understand about the final judgment is that it cannot be avoided. Regardless of how we may choose to interpret prophecy on the end times, “people are destined to die once, and after that to face judgment” (Hebrews 9:27). We all have a divine appointment with our Creator. The apostle John recorded some details of the final judgment:
Then I saw a great white throne and him who was seated on it. The earth and the heavens fled from his presence, and there was no place for them. And I saw the dead, great and small, standing before the throne, and books were opened. Another book was opened, which is the book of life. The dead were judged according to what they had done as recorded in the books. The sea gave up the dead that were in it, and death and Hades gave up the dead that were in them, and each person was judged according to what they had done. Then death and Hades were thrown into the lake of fire. The lake of fire is the second death. Anyone whose name was not found written in the book of life was thrown into the lake of fire. (Revelation 20:11–15).
This remarkable passage describes the final judgment—the end of history and the beginning of the eternal state. We can be sure of this: no mistakes will be made in our hearings, as judgment is meted out by the perfect and all-knowing God (Matthew 5:48; 1 John 1:5). God will be perfectly just and fair (Acts 10:34; Galatians 3:28). God cannot be deceived or misled (Galatians 6:7). God is incorruptible and cannot be swayed by any prejudices, excuses, or lies (Luke 14:16–24).
As God the Son, Jesus Christ will be the judge at the final judgment (John 5:22). All unbelievers will stand before Christ at the great white throne, and they will be punished according to the works they have done. The Bible says that unbelievers are currently storing up wrath against themselves (Romans 2:5) and that “God ‘will repay each person according to what they have done’” (Romans 2:6). (Believers will be judged separately at the judgment seat of Christ, a judgment of examination and reward.) At the great white throne, the fate of the unsaved will be in the hands of the omniscient God who will judge everyone according to his or her soul’s condition and the works done in the body.
For now, our fate is in our own hands. The end of our soul’s journey will either be in an eternal heaven or in an eternal hell (Matthew 25:46). We must choose our destination by either accepting or rejecting the sacrifice of Christ on our behalf. Further, we must make that choice before our physical lives come to an end. After we die, we no longer have a choice.
Everyone who has ever lived will face God someday. “Nothing in all creation is hidden from God’s sight. Everything is uncovered and laid bare before the eyes of him to whom we must give account” (Hebrews 4:13).

Tea Time Manna
All Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness, so that the servant of God may be thoroughly equipped for every good work.
—2 Timothy 3:16-17
God wants us to be prepared to do good works. Thankfully, he gave us the Scriptures. Today, the Bible is translated into many different languages, dialects, and versions. We have online Bibles, audio Bibles, and Bibles that can fit into our pockets. Rather than a threat, all these Bibles are a great blessing because they make the Scriptures plentiful, understandable, and available. Oh yes, a few translations are questionable, but nearly all make it clear who Jesus is and how we come to him for salvation. But we must remember that the goal of Scripture is not to be learned but to be lived. God intended his Word to be practical truth — a gift that prepares us to “be thoroughly equipped for every good work.”
Prayer
Holy God, it still amazes me that you chose to speak to us, your finite creatures, in our own human words. May I never take for granted the great gift of being able to read your Scriptures and learn your Truth. But Father, please give me the character and the courage not just to know those Scriptures, but to put them to practical use as they train me to do your will and do good things to bless others. In Jesus’ name, I thank you for the Scriptures. Amen and Amen
Truth Article by Pastor Dirk
Without the Baptism of the Holy Spirit there is NO Rapture for You!
Early this morning I was urged by the Holy Spirit to urge You to prepare and seek the Baptism of the Holy Spirit with all you heart and soul.
The Message I received was: Without the Power of the Baptism of the Holy Spirit, You will not be able to be Raptured. If you are in death at that point in time, if you did not receive the Baptism of the Holy Spirit before your Death you will not be resurrected to meet Jesus in the Air at the Point of His 2nd Coming and the Collection of the Bride of Christ. If you are alive at that point, you would need the Holy Spirit power within you to transform you mortal state to immortal state to be Raptured.
Note: Not even Jesus with His fullness and Glory could resurrect out of the grave without the Power of the Holy Spirit. The Holy Spirit was the one of the Trinity that was responsible for the resurrection of Jesus Christ, 3 days after He died.
Let’s look at what made Jesus to Resurrect from His Grave?
Jesus States in John 3:5
Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
John 3:6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.
Does this Mean that everybody that wanted to Be Raptured, had to be Born Again, Baptized with water and baptized with The Holy Spirit? to be Resurrected and Gathered when Christ comes at His 2nd Coming?
Paul States
Rom 8:9 But ye are not in the flesh, but in the Spirit,
if so be that the Spirit of God dwell in you.
Now if any man have not the Spirit of Christ, he is none of his.
In other words – If you are not Baptized in the Spirit and the Holy Spirit does not dwell in you , You are not part of Jesus Christ?
Rom_8:10 And if Christ be in you, the body is dead because of sin;
but the Spirit is life because of righteousness.
In Other words – If there is sin in your life – The Holy Spirit cannot live in you?
Rom_8:11 But if the Spirit of him that raised up Jesus from the dead dwell in you,
he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you.
In Other words – The Spirit (Holy Spirit) Raised Jesus from the Dead! So those WHO died in Christ will be raised by the Holy Spirit within them to come from the grave and meet Jesus in the Air!
Rom_8:13 For if ye live after the flesh, ye shall die:
In other words – If you don’t have the Baptism of the Holy Spirit You will remain in the Grave as the dead that will be judged.
Rom 8 v 13b but if ye through the Spirit do mortify the deeds of the body, ye shall live.
In Other words – The Holy Spirit is the spark for you to become rapture-able and receive eternity?
Rom_8:14 For as many as are led by the Spirit of God, they are the sons of God.
It was True then, and this is still True today. Jesus also urged us to make sure that we take the 3 Most important step to make it in Heaven! Jesus did it, why will you and I be exempt?
Step 1. Re Birth
Step 2. Baptism in Water
Step 3. Baptism of the Holy Spirit
John 3:3 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.
At Rebirth You can only see the Kingdom of God , not Enter!
John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
To ENTER the Kingdom of God ! Baptized in Water and the Holy Spirit
Jesus was !
Mat 3:16-17 And Jesus, when he was baptized, went up straightway out of the water: and, lo, the heavens were opened unto him, and he saw the Spirit of God descending like a dove, and lighting upon him:
And lo a voice from heaven, saying, This is my beloved Son, in whom I am well pleased.
Without the Baptism of the Holy Spirit you will not enter the Kingdom of Heaven!!!!!
I want to urge You today, Please make this your Number 1 Priority! The Baptism of the Holy Spirit.
The Holy Spirit urged me this Morning in my Dreams and when I woke up. Please inform my People.
So I have included all our resources in this Article. For you to Learn about the Baptism of the Holy Spirit, to see the Role the Holy Spirit plays in the times ahead, and how to prepare and desire the Baptism of the Holy Spirit. A Church In Decline Must Ask: What Makes It Different?

The United Methodist and Episcopal Churches are losing members. But their deeper crisis is not simply that people are leaving. It is that, in too many places, the church has worked so hard to resemble the world that people no longer see why they should stay.
The United Methodist Church lost about 174,000 U.S. members in 2025. The Episcopal Church has lost nearly half a million members over the past decade. Attendance has fallen sharply in both denominations.
These figures are more than a bookkeeping problem. They should force an uncomfortable question: When a church abandons the authority of Scripture and adopts the culture’s answers, what is left that the culture needs?
A Gospel Rewritten To Win Approval
For years, leaders in these denominations have treated biblical teaching as an obstacle to be managed—something to reinterpret, set aside or apologize for whenever it conflicts with modern opinion.
The Episcopal Church’s consecration of Gene Robinson, an openly gay man, as bishop in 2003 marked a defining rupture. In the United Methodist Church, a long fight over same-sex marriage and gay clergy ended with the denomination removing its longstanding restrictions in 2024. Thousands of congregations had already left after years of conflict over whether the denomination would uphold its rules.
These decisions were presented as progress. But progress toward what? A church that follows the age wherever it leads may win approval from the age, at least for a moment. It also tells people that Scripture’s authority lasts only until the culture objects.
When the church adjusts its teaching to match the latest social consensus, it stops speaking with the authority of God’s Word. It becomes another institution reflecting the values of its time—and those values can be found everywhere.
Why Attend A Church That Says The Same Thing?
The church was never called to give the world a religious version of its own philosophy. It is not meant to repeat that people are basically good, that self-fulfillment is the highest goal, or that society can heal itself by changing its language and expanding its approval.
Scripture offers a different diagnosis and a different answer. It speaks of sin, repentance, judgment, forgiveness and salvation through Jesus Christ. That message can confront people. It can challenge the culture and the church itself. But remove that message, and the church has little left to offer beyond familiar slogans and community programs.
The world does not need the church to echo its assumptions. It needs the church to tell the truth—even when that truth is unpopular.
Look At The Pews
Watch live streams from many struggling congregations and the decline is visible: empty rows, sparse attendance and few younger faces. In too many churches, the congregation appears to be growing older while the next generation is missing.
No one can predict the future of every congregation. But a church that cannot reach younger people, teach them Scripture and give them a faith worth carrying forward has reason to worry. If today’s pattern continues, many of these churches may have few people left to fill their pews in another 20 years.
The answer cannot be another effort to make the church more fashionable. Younger people can find the world’s philosophy everywhere. They do not need a church that offers the same answers with hymns and stained glass.
A Denomination Unraveling
The UMC’s membership decline follows years of bitter conflict and thousands of congregations leaving the denomination. This weekend, members of Highland Park United Methodist Church, a prominent Dallas congregation, are voting on whether to sever ties with the UMC. Its leaders say they want to preserve the church’s ministry, self-governance and Wesleyan tradition.
The Highland Park vote is another sign of a denomination still coming apart. One of the UMC’s largest congregations is asking its members whether to cut ties with the church it has belonged to for generations. Years of theological conflict and bitter disputes over authority have left the denomination fractured—and still unable to offer a clear, shared vision of what it believes.
The Episcopal Church faces its own long decline. Its leaders can point to broader changes in American religious life, and those changes are real. But that cannot excuse a failure to ask whether a denomination’s theological direction has helped make it less compelling to people searching for truth.
Let The Institution Go If The Faith Is Gone
If a church has abandoned Scripture, its survival is not automatically a victory. Preserving a denomination’s name, buildings and bureaucracy cannot matter more than preserving the faith it claims to represent. If the institution has traded biblical conviction for cultural approval, its decline may be a warning—and even an opportunity for repentance.
Pull up livestreams from many of these churches and look at the pews. Some sanctuaries appear half-empty, and the people visible are overwhelmingly older—often it seems that nearly everyone is over 60. If a congregation has not brought in a younger generation, who will be there to carry it forward? At that rate, many of these churches may be gone in 20 years.
The loss of a church can grieve its members and damage the communities it served. But keeping an institution alive while its defining message disappears is not renewal. The church’s calling is not to mirror the world, but to proclaim Christ, teach the Word and offer the hope the world cannot provide.
A church in decline must ask what makes it different. If it has no answer beyond being a more religious version of the culture, then the empty pews are not the deepest problem. The deeper problem is that the church has forgotten why it exists.
Wars And Rumors Of Wars: Is The World Bracing For Something Bigger?

The Middle East is once again holding its breath. Washington and Jerusalem are weighing another strike on Iran. Tehran is warning that any new attack could set the entire region ablaze. American forces are moving, diplomats are leaving, and claims of secret ultimatums and last-minute evacuations are racing across the internet.
Some of those claims may prove wrong. But the atmosphere they describe is real: the world is preparing for a crisis that could spread far beyond Iran.
Iran Is The Flash point
Reports say the United States and Israel have drawn up plans for renewed strikes on Iran, possibly after the U.S. midterm elections. The targets under discussion reportedly include Iran’s nuclear facilities, missile and drone forces, and energy infrastructure. Military exercises have included flights over Iraq to practice strike maneuvers. The USS George Washington, operating in the Arabian Sea, has taken on a major delivery of long-range missiles and bunker-buster bombs.
The preparations and public warnings have made one question impossible to ignore: What happens if the bombs start falling again?
President Trump has threatened “another little Epic Fury” and said the United States could “just take all of the oil.” Iran’s answer has been equally stark. Tehran says a new attack would bring a wider war, with American bases, Gulf neighbors, energy sites and civilian infrastructure all potentially in the line of fire.
The threat now extends beyond oil and military targets. Iranian security officials say Tehran has detailed plans to hit undersea cables that carry internet traffic through the Gulf. Iranian officials have also threatened data centers and other U.S.-linked technology sites. A strike that cuts off communications or disrupts banking and online services could make a regional war felt in ways that reach far beyond the battlefield.
A new U.S. intelligence warning adds to the escalation. A memo says Iranian plots against American personnel and citizens have reached “advanced stages.” Washington has ordered non-emergency personnel and their families to leave Saudi Arabia and adjusted staffing at other diplomatic posts. Those moves come as the United States prepares for the possibility that Americans across the region could become targets.
The Rumors Are Getting Harder To Ignore
The official warnings are only part of the story. Online reports claim Washington told Iraq’s prime minister that a strike could come “in the coming days,” amid fears that armed groups in Iraq would join the fight. U.S. Ambassador to Turkey Tom Barrack has also said a strike could happen within days.
Another claim says Russia has told diplomats in Kuwait, Qatar and Bahrain to prepare to leave before Iran retaliates against U.S. allies. A source in the private-aviation industry says demand for Middle East charter flights has jumped 50 percent, with diplomats, expatriates and even members of a royal family seeking to get out. The account describes people who feel they must leave before missiles fly.
Then there is the reported ultimatum delivered by Pakistan’s army chief, Asim Munir. According to reports attributed to the Lebanese newspaper Al-Akhbar, Munir carried a final U.S. demand to Tehran: abandon the nuclear program or face large-scale strikes, including against Pickaxe Mountain. Iran’s response, according to its own statements, was that no enriched nuclear material would leave the country and negotiations could not resume until Washington met Tehran’s conditions.
Iranian officials say those conditions include seven demands. Iranian media are describing the talks as deadlocked. That is the language of diplomacy running out of road.
Tehran has also sent a warning directly toward Israel. Iran’s hardline Kayhan newspaper has called for Israeli nuclear facilities to be targeted if the United States strikes Pickaxe Mountain. The speculation online has already turned to Dimona and possible nuclear-weapons storage sites in northern Israel. The Islamic Revolutionary Guard Corps has warned that Israel could become “uninhabitable for decades.”
These are not the words of leaders preparing the public for calm. They are the words of a region where threats are growing more explicit and every new military move is being read as a possible opening shot.
Israel Faces More Than One Front
Defense Secretary Pete Hegseth also made an unannounced visit to Israel and met with Prime Minister Benjamin Netanyahu. Hegseth said American forces there were ready to prevent Iran from obtaining a nuclear weapon. Netanyahu has gone further, saying Israel is committed to bringing down Iran’s regime and eliminating Hezbollah, after which he says peace with Lebanon can follow.
An Israeli air-force sortie toward Iran has added another layer of intrigue. The flights were described as training and a show of force. One Israeli analysis argued they could also help lull Tehran into complacency before a surprise attack. Whether intended as a warning or something more, the flights have become part of a region where every movement is being scrutinized for what may come next.
And Iran is not Israel’s only concern. After an attack near Hebron killed two Israeli soldiers, Netanyahu vowed to hunt Hamas operatives and ordered a wider military operation in Judea and Samaria. Finance Minister Bezalel Smotrich demanded a comprehensive campaign, including dismantling the Palestinian Authority. The possibility of renewed conflict now stretches from Iran and Lebanon to Hamas and Judea and Samaria.
Europe Is Preparing, Too
The war in Ukraine is already a brutal reality. Now Europe is preparing for the possibility that conflict and disruption could reach deeper into civilian life. Britain has launched a campaign urging households to keep three days of food, water and basic supplies. Germany has longstanding emergency-supply guidance, and Quebec’s government has also urged residents to prepare emergency kits.
Across Europe, the preparations are becoming harder to miss. Finland has rehearsed a crisis involving cyberattacks on power and water systems alongside a missile threat. The European Union is running a major crisis-response exercise. France and Britain have held their first joint exercise involving a simulated nuclear strike mission, with French Rafale jets escorted by British Typhoons.
NATO has been focused on sabotage, drones, cyberattacks and the protection of critical infrastructure. NATO allies reportedly foiled a Russian undersea-cable sabotage plot. Lithuania has increased security around critical sites after a suspected sabotage attempt at a Starlink facility that authorities linked to Russia.
These measures are connected to the war in Ukraine and the growing fear of a wider confrontation with Russia. They also point to a new understanding of what war can look like: not only tanks crossing borders, but power failing, communications going dark and ordinary people being told to prepare for disruption.Cuba Enters The Conversation
At a Florida rally, Trump turned from Iran to Cuba after a supporter shouted a question about the island. He said the United States would “take care of Cuba on our way back from Iran,” describing American warships stopping near the coast and sending Secretary of State Marco Rubio to finish the deal.
The remarks had a joking tone. But moments later, Rubio urged Cubans seeking political change to pursue a “discreet partnership with the CIA.” The CIA’s official account later echoed the appeal. No invasion was announced, but the sequence was striking: a president talking about warships off Cuba, followed by the nation’s top diplomat publicly inviting cooperation with American intelligence.
From Ukraine to Iran, from Israel’s borders to the Caribbean, the map of possible confrontation keeps expanding. The reports, threats and rumors do not all carry the same weight. Together, however, they describe a world where leaders are preparing for conflict, governments are warning their citizens, and the next escalation could reach several fronts at once.
Jesus warned that the world would hear of “wars and rumors of wars.” Those words feel newly urgent when the rumors are arriving alongside military buildups, evacuation orders and leaders openly discussing what they may do in the next conflict.
